William Peace University student Jeanna Buck supports and inspires disabled veterans through sporting events. This April 5, she is hosting a fundraiser at Raleigh, North Carolina's PDQ Fresh Tenders for World T.E.A.M. Sports' April 26-28 Face of America ride.

Assisting and inspiring disabled veterans through charitable activities is a passion for William Peace University Senior Jeanna Buck. The Raleigh, North Carolina student spent two months in 2012 as a staff member for World T.E.A.M. Sports? Sea to Shining Sea cross-country bicycle ride with disabled veterans. This April 5, Buck is hosting a fundraiser at Raleigh?s PDQ Fresh Tenders for the non-profit?s April 26-28 Face of America ride.

Working with 14-year-old Franklin Academy Middle School student Ally Christopher, who sponsored a similar PDQ event on February 8, Buck greatly anticipates the fundraiser. ?She is very enthusiastic to work with me to raise money for World T.E.A.M. Sports? Face of America ride,? said Buck of her young colleague. ?We can?t wait to see how it turns out.?

A co-author of the commemorative book ?Shining Seas? on the summer cross-country bicycle ride with 16 disabled and able-bodied veterans, Buck completed the journey in Virginia Beach. ?After two months of one suitcase, 30 new best friends, 9 vehicles, 70 different hotels, 14 states, laughing, crying, sadness, hurt, heartbreak, joy, love and bikes, I can gladly say I am a completely different person than I was in January, shaped by the experience and my adventures.?

?World T.E.A.M. Sports, their people and their mission holds a close place in my heart,? reports Buck. ?I?ve seen what this organization can do for people, especially wounded veterans. I believe everyone can be an athlete, and I support them 100 percent. I want to help World T.E.A.M. Sports to spread the word, ?The Exceptional Athlete Matters.??

Ten percent of all meal purchases from 4 to 9 p.m. at the Raleigh PDQ Fresh Tenders will be donated to the non-profit in support of the Face of America ride. This year?s ride from the Pentagon to the historic battlefields of Gettysburg will include 500 participants, of which more than 100 are disabled veterans from the United States and Canada. These veterans, participants of wars and conflicts dating to Vietnam through Afghanistan and Iraq, will ride the 110-mile, two-day route on hand cycles, bicycles and recumbent bicycles.

The Florida-based PDQ Fresh Tenders is a growing fast casual chain founded in 2009. Launched by a co-founder of the Outback Steakhouse, the restaurant features chicken tenders and sandwiches, hand-tossed salads and hand-spun milkshakes. The chain has seven restaurants in Florida and North Carolina, with six outlets scheduled to open in the coming months. The Raleigh store is located at 6305 Falls of the Neuse Road.

Paragon Real Estate acquires former Wickes Furniture building ...

Paragon Real Estate has purchased a 42,500-square-foot former Wickes Furniture building at Randall Road and McKee Street in Batavia.

The Oak Brook-based developer has also executed a lease for the property at 165 N. Randall Road with Art Van Furniture. The location is one of several that Warren, Mich.-based Art Van Furniture plans to open in the Chicago area in 2013. The furniture retailer, which operates 36 stores throughout Michigan, plans to take occupancy of the freestanding building this summer.

The building is shadow anchored by a Target, and a new Chick-fil-A opened adjacent to the property in February. The immediate area also includes a Jewel-Osco, Walmart, The Home Depot, Kohl?s, Trader Joe?s, XSport Fitness and many other restaurants, retailers and banks.

Paragon put the property under contract in late December 2012, executed a lease and completed the purchase within three months. Paragon worked with Signature Bank to meet the seller?s timing requirements and close in a short time frame.

Michael Havdala, senior vice president, and Brenton Schrader, associate, of Chicago-based HSA Commercial Real Estate represented the seller, US Bank. Stan Bobowski and Chris Bobowski, of Naperville-based Bobowski Commercial Real Estate represented the tenant, Art Van Furniture.

Greg Van Landingham, managing partner of Paragon Real Estate, said Paragon is aggressively seeking to acquire vacant land and buildings.

Survey shows many Republicans feel America should take steps to address climate change

FAIRFAX, Va., April 2, 2013In a recent survey of Republicans and Republican-leaning Independents conducted by the Center for Climate Change Communication (4C) at George Mason University, a majority of respondents (62 percent) said they feel America should take steps to address climate change. More than three out of four survey respondents (77 percent) said the United States should use more renewable energy sources, and of those, most believe that this change should begin immediately.

The national survey, conducted in January 2013, asked more than 700 people who self-identified as Republicans and Republican-leaning Independents about energy and climate change.

"Over the past few years, our surveys have shown that a growing number of Republicans want to see Congress do more to address climate change," said Mason professor Edward Maibach, director of 4C. "In this survey, we asked a broader set of questions to see if we could better understand how Republicans, and Independents who have a tendency to vote Republican, think about America's energy and climate change situation."

Other highlights from the survey include the following:

Republicans and Republican-leaning Independents prefer clean energy as the basis of America's energy future and say the benefits of clean energy, such as energy independence (66 percent) saving resources for our children and grandchildren (57 percent), and providing a better life for our children and grandchildren (56 percent) outweigh the costs, such as more government regulation (42 percent) or higher energy prices (31 percent).

By a margin of 2 to 1, respondents say America should take action to reduce its fossil fuel use.

Only one third of respondents agree with the Republican Party's position on climate change, while about half agree with the party's position on how to meet America's energy needs. A large majority of respondents say their elected representatives are unresponsive to their views about climate change.

"The findings from this survey suggest there is considerable support among conservatives for accelerating the transition away from fossil fuels and toward clean renewable forms of energy, and for taking steps to address climate change," said Maibach. "Perhaps the most surprising finding, however, is how few of our survey respondents agreed with the Republican Party's current position on climate change."

Stockton Ruling Seen as Key to US Municipal Bankruptcy Options ...

A federal judge on Monday is expected to rule on whether the city of Stockton, California is eligible for bankruptcy protection, a key milestone in a case likely to set critical precedents for cash-strapped U.S. cities, their employees and their bondholders.

The decision follows a three-day trial last week in which the city argued it had no choice but to file for bankruptcy after the financial meltdown devastated local tax revenues and harsh budget cuts still left the city with a $26 million shortfall.

Municipal bankruptcies have historically been rare, but troubled American cities increasingly see it as an option as they struggle with big debt loads, shrinking tax bases and massive pension and healthcare obligations. The California city of San Bernardino has also filed for bankruptcy, and some expect the city of Detroit, Michigan eventually to surpass Stockton as the biggest U.S. city to file for bankruptcy.

In the Stockton case, attorneys for bond insurers, who could potentially be forced to absorb major losses in a bankruptcy, argued the city could have done more to cut costs and raise revenues. The bondholders, who are not being paid in full under the city?s interim operating plan, have also argued that pension payments made to the California Public Employees Retirement System (Calpers) should be slashed.

Bankruptcy experts expect U.S. Bankruptcy Judge Christopher Klein to find the city eligible for bankruptcy.

Michael Sweet, a lawyer at Fox Rothschild who helps local governments on bankruptcy issues but is not directly involved in the Stockton case, said the city had proven even before last week?s trial that it was truly broke when it filed for bankruptcy protection last June. A municipality must be insolvent to be eligible.

?It will be hard for the judge to conclude that they weren?t insolvent,? Sweet said.

Stockton, a city of 300,000 residents in California?s Central Valley, aims to use the Chapter 9 bankruptcy process to right the city?s finances with a number of drastic measures. The city has already defaulted on some debt and allowed creditors to seize the assets ? including a parking garage and a city building ? and has cut payments to other municipal bondholders.

The city slashed the police department by 25% and cut other departments even more before it filed for bankruptcy. It has moved to eliminate a generous retiree healthcare plan ? a major hit for many former city employees ? but has not challenged pension payments to Calpers.

The retirement fund argues that under state law, pension payments cannot be reduced even in bankruptcy ? an issue that is also front-and-center in the San Bernardino bankruptcy and one that could eventually find its way to the U.S. Supreme Court.

KEEPING TRADITION INTACT

Bondholders in major U.S. municipal bankruptcies have been repaid all of their principal since at least the 1930s ? and Stockton?s creditors don?t want to see that change.

Bond insurers Assured Guaranty Corp, Assured Guaranty Municipal Corp and National Public Finance Guarantee Corp were joined by Wells Fargo Bank, the Franklin California High Yield Municipal Fund and Franklin High Yield Tax-Free Income Fund in contesting Stockton?s bid for bankruptcy eligibility.

Assured?s net exposure to Stockton?s general fund-backed debt is $158 million. A spokesman for National said the MBIA Inc unit?s Stockton-related exposure is $224 million, $89 million of it tied to the city?s general fund. Franklin Advisers Inc, holds $35 million of uninsured Stockton lease revenue bonds.

Lawyers for the creditors argued to U.S. Bankruptcy Judge Christopher Klein that Stockton did not meet requirements to be eligible for bankruptcy court protection.

They claimed Stockton officials did not do enough to mend the city?s finances and acted in bad faith by exempting the city?s largest creditor ? Calpers ? from concessions in a mandatory pre-bankruptcy mediation.

They also said Stockton is not really broke, and that city officials are conflicted because they have accounts with the pension fund.

James Spiotto, a municipal law specialist at the Chapman and Cutler law firm, said that attack fell flat, noting that a finding of bad faith is a high bar.

After 'Tan Mom,' New Jersey bans children from tanning beds, spray

NEWARK, N.J. ? New Jersey Governor Chris Christie signed a bill into law on Monday banning children under 17 from using commercial tanning beds, a move stemming from the case of a local woman accused of taking her 5-year-old daughter into a tanning booth.

Under the new law, youth age 17 and older must have a parent or guardian present for an initial consultation with a tanning salon. It also bans children under 14 from getting spray tans in tanning salons.

Christie said that while he does not favor government regulation of small business, the new law was important for protecting the safety of minors.

"Governmental regulation of the private sector should always be carefully scrutinized, and sparingly adopted," he said in a statement. "The new restrictions imposed by this bill followed a single but breathlessly reported incident of a parent bringing a minor child into a tanning facility."

Patricia Krentcil of Nutley, New Jersey, was arrested in April 2012 after her daughter showed up at school with a sunburn and officials accused her of taking the child into a tanning booth.

Krentcil, who became known in tabloid stories as the "Tan Mom," testified that her own chocolate-brown hue came from many hours spent under the intense ultraviolet light of a tanning bed or out in the sun soaking up rays.

She denied exposing her daughter to a tanning session, and a grand jury opted not to indict her on charges of endangering the welfare of a child.

New Jersey was already one of several states that have regulations prohibiting anyone age 14 or younger from tanning with commercial ultraviolet devices because of the risk of skin cancer. The new law extends that ban to older teenagers.

Signing the bill into law, Christie noted the skin cancer risk and also that tanning before age 35 has been shown to increase the risk for melanoma by 75 percent.

FCC seeks public comment in review of TV, radio decency policy

(Reuters) - Regulators on Monday launched a review of policy governing the way it enforces broadcasts of nudity and profanity on radio and television and asked for public comment on whether its current approach should be amended.

The Federal Communications Commission issued a public notice inviting comment on whether it should focus its efforts on pursuing only the "most egregious" cases in which rules are broken, or focus on isolated cases of nudity and expletives uttered on radio and TV shows.

The public notice follows a Supreme Court ruling in June 2012 against a government crackdown some 10 years ago on nudity and profanity.

"We now seek comment on whether the full Commission should make changes to its current (egregious cases) broadcast indecency policies or maintain them as they are," the FCC said on Monday.

It asked for public input over the next 30 days on whether, for example, it should treat cases of nudity in the same way as profanity, and whether "deliberate and repetitive" use of expletives is necessary to prove indecency.

Since the Supreme Court ruling, the FCC said it had focused its enforcement on "egregious cases" and had handled a backlog of more than 1 million complaints since June 2012.

The Supreme Court said that the FCC rules were vague and that it had not given fair notice of a tougher stance that resulted in three-high profile incidents that resulted in complaints and fines against U.S. networks.

These included the broadcast of a glimpse of singer Janet Jackson's breast at a 2004 Super Bowl half time show.

Under a 2001 FCC policy that was amended in 2004, network and local radio and television channels can be fined up to $325,000 for a single fleeting expletive blurted out on a live show or for brief glimpses of nudity. Cable and satellite operators are not subject to such rules.

The FCC said that it would continue to enforce its current polices as usual during the comment period and that Monday's public notice did not alter any of its policies.

The TV industry has argued that policies have been inconsistent over the years, allowing the television broadcast of movie "Schindler's List" that includes nudity, but leading to fines against News Corp's Fox television for expletives uttered by singer Cher and reality TV star Nicole Richie on awards shows in 2002 and 2003.

The most publicized case in recent years was the so-called "wardrobe malfunction" that allowed part of Jackson's breast to be briefly exposed during a half-time show for the 2004 Super Bowl football championship that drew half a million complaints.

CBS was fined $550,000 but the fine was thrown out by the Supreme Court in a separate judgment in late June 2012.
